Our Debt Management area helps federal and state agencies collect certain debts owed to them.

- Centralized Receivables Service (CRS). Through CRS, we help federal agencies manage their accounts receivable from the point at which a federal agency establishes a debt until the debt is paid, otherwise resolved, or referred to the Cross-Servicing program for further action.

- Cross-Servicing program. Through the Cross-Servicing program, we provide delinquent debt collection services to federal agencies. We work with debtors based on their ability to pay. We send letters, receive and place telephone calls, refer debts to the Treasury Offset Program, garnish wages, report debts to credit bureaus, and refer the debt to private collection agencies.

- Treasury Offset Program (TOP). Through TOP, we intercept certain federal and state payments if the person entitled to the payment owes a delinquent debt that a federal or state agency has referred for collection through offset.
Debt Collection Improvement Act
The legal foundation for much of the debt collection work that Fiscal Service does is the Debt Collection Improvement Act of 1996 (DCIA).

Centralized Receivables Service
Assists federal agencies in managing accounts receivable.
Treasury Offset Program
Collects delinquent debts, including unpaid loans, overpayments, fines, penalties, and child support obligations, by offsetting eligible federal and state payments, including federal benefit, tax refunds, salary, civil service and military retirement, and vendor payments.
Cross-Servicing
Collects delinquent, nontax debts through various means, including administrative wage garnishment and credit bureau reporting.
