Fiscal Service’s Administrative Resources Center (ARC) Celebrates 20 Years of Providing Federal Shared Services

Parkersburg, WV— The Administrative Resource Center (ARC) is celebrating 20 years of successfully providing customer-focused, responsive, and cost-effective shared services across the federal government. As one of the earliest federal shared service providers, ARC leads from experience, providing services to more than 70 federal customers supporting more than 22,000 federal employees.

Recently, ARC held its annual customer-focused Shared Services meeting. Across the day, ARC highlighted available services, previewed systems enhancements, and recognized long-standing relationships. In a pre-event survey, customers gave ARC high ratings for its services and its support of agencies’ mission-focused work. One of ARC’s first customers shared their thoughts in recognition of ARC’s 20th anniversary. “Because we are a very small agency with a limited budget, our goal always has been to minimize our administrative costs so that we can devote the maximum amount possible toward programs,” explained Access Board CFO Jeff Sargent. “We rely on all of the services we receive from ARC to support our overall mission.”

ARC effectively provides shared solutions to agencies of varying missions, funding sources, and administrative needs; and delivers scalable services to agencies small and large. In fact, ARC is the first Federal Shared Service Provider (FSSP) to demonstrate its capability to support Cabinet-level agencies by successfully migrating the Department of Housing and Urban Development. ARC has a long history of achievement, including its "Center of Excellence" designation in financial management from the Office of Management and Budget (OMB) as part of the Financial Management Line of Business initiative. ARC also earned, in partnership with Treasury's HR Connect Program Office, designation as one of only five Human Resource Line of Business Centers. Because of its effective business model and strong record of performance, ARC is one of only four OMB-designated Federal Shared Services Providers (FSSPs).

For 20 years, the ARC has provided a full range of administrative services such as accounting, financial management and information technology services for our country’s federal agencies. They accomplish all of this using the talent, skills and expertise of the hardworking West Virginians working there and I wish them a happy anniversary,” Senator Manchin said.
